You can get a cheap hand pump at academy for about $5 in the bike section

Sporting goods stores. Most auto mechanics will have a needle. Or even at your neighbor's house.

The unit of measurement is pressure (9-11 psi), not weight (9-10 pounds) as you indicated.

use helium so you can throw the ball further.. but seriously i have 2 on the floor here in this room, damn i need to clean up... needles are like 3 for 99 cents..

This is really simple - the next time you need to get the air in your car tires changed, just ask them if they'll fill up the football for you while they're at it.
