Houston Texans: May 18-21, June 26-28, June 1-4, June 9-11 (OTAs); June 15-17 (mandatory minicamp).

Is it just that one is voluntary (allegedly), and the other is mandatory ?
And so after the mandatory minicamp, nothing is officially scheduled until the
regular training camps begin in late July or early August ?

the players collectively bargain their mandatory offseason practice times, and they are uniform for the league. You can't be penalized for not coming in for the voluntary workouts, but teams can penalize players for missing minicamp.
