When you place a player on waivers, you're basically relinquishing your rights to him. Then the other teams in the league get a chance to pick him... with teams getting priority in the order that they drafted. If someone picks up someone after they're put on waivers, then they've selected him on waivers. If no one picks him, then he cleared the waiver AND you can re-sign him to a new deal.

You have to do this with young players if you want to put them on the practice squad. You have to waive them, they have to clear, and then you can re-sign them to the practice squad.
