The Texans have made qualifying offers to Armstrong, Peek, Ragone, and Wand.

Weary was re-signed.

Bell went to the Giants.

nfl.com has it all laid out on their FA pages

Actually, I think anyone is an upgrade over Bradford. I think Walter will also be better than Jabar. Jabar was a decent #3 reciever. I think Walter will be a very good one.

Our offseason will look a lot better once we sign Mike Flanagan, Jeb Putzier, and Nate Burleson. I'm hoping we sign them anyway. Putzier seems like the only sure thing to me, Flanagan I'm confident we'll get because of his ties with Mike Sherman. I don't know if Burleson has even visited yet, and all we have to rely on is a little blurb in the Chronicle. We should know more by next week.

Offers are not resigned.. They are just attempts to.

Yeah, I realize that. But when you put guys like Peek and Wells in the same list, it's a bit misleading since Peek will most likely be re-signed since he received a 1st round tender, and Wells and a few others you've listed are technically not on any team since they are UFAs.

Tony Banks
Gary Walker
Marcus Coleman
Tony Hollings

etc

...departed

This is even better than nfl.com for current status: http://www.ourlads.com/secure/depthchart.cfm?index1=hou

I thought there was something a couple a days ago that Peek had accepted his tender?

He said that on a radio interview but there has been no press release.

They accept their tender but other teams have the chance to make a qualifying offer to them, in which case the Texans have the opportunity to match that offer or let the player leave and receive appropriate compensation for it, so unless another team makes them an offer they will stay with our team for that tender rate, and I don't see anyone making an offer to those three guys.

Not exactly. Once a RFA accepts (signs) the qualifying offer (tender), the deal is done. It's then a signed contract and other teams can't touch him. Such is the case with Peek if in fact he signed the tender.

After a RFA tender is issued but before it's accepted by the player, other teams can issue offer sheets to the player (like the Texans did in the case of Walter). That's when the first right of refusal and matching stuff comes into play for the owning team.
